In 1997, China conducted its First National Agricultural Census, which became the focus of world attention due to the fact that it was such a large-scale statistical activity in a predominantly agricultural country with a rural population of some 80 million. The Agricultural Census was a complete success and in this volume we would like to present the main census results to the domestic and international communities. This Abstract of the First National Agricultural Census in china presents the main aggregated data from the Census which is the essence of the census results. Its publication is of significance to disseminate the census data and provide information is of significance to disseminate the census data and provide information on the agricultural situation in China, to observe the indicator system of the Agricultural Census and understand the census methodology in China. The First National Agricultural Census in China was a complicated statistical exercise. The Census was undertaken under the leadership of the State Council and the local governments at various levels in a systematic and effective way. The State Council set up the Agricultural Census Offices within the National Bureau of Statistics and the Governments, at various levels, established the leading agencies responsible for the Agricultural Census accordingly. The organizational advantage in administrative mobilization has been fully developed with the high importance and conscientious organization and supervision given by the government leaders at various levels.

The Agricultural Census has achieved its target of high quality maintaining high standards and meeting the strict data requirements. Prior to the Census, a series of pilot agricultural censuses , at various levels, was conducted throughout the country, based on which, a program for the First Agricultural Census was formulated, which was both feasible and suited to the situation in China. During the period of field enumeration, 7.24 million supervisors and enumerators were recruited to enumerate and count, one by one, all the surveyed objects in the whole country (excluding Hong Kong, Macao and Taiwan ). After the field enumeration, a post enumeration survey was conducted based on a random sample strictly following the international practices. The sample was composed of 40 577 households selected from 870 census districts and 201 counties or cities throughout the nation. The survey results showed that the errors from the field enumeration were within acceptable limits and confirmed that the quality of the field enumeration work in the Census was high and that the data was generally accurate and reliable.

The First National Agricultural Census was a very large-scale investigation on the national agricultural situation and resources. The census units were over 214 million rural households, over 740 thousand administrative villages, over 43 thousand townships and towns, and around 1.4 million town and township enterprises. There were 687 items in the six census questionnaires. The reference time for the point items was December 31, 1996, and for the period items was from January 1 - December 31, 1996. Through the census, a large amount of reliable and precious data was obtained, the basic situation of agriculture and rural economy in China was ascertained and the data gaps filled, including: number and composition of household and non-household holdings and rural productive units; number, skill level, economic activities, industries and distribution of rural persons; number and composition of agricultural machinery and equipment; amount, quality and composition of cultivated land; number and composition of livestock raised; rural community environment and infrastructure; and scales and social and economic situation of registered towns.
