The present volume contains the Proceedings of the International Workshop on NO-VE, “Neutrino Oscillations in Venice” held in Venice from April 15 to April 18, 2008 at the “Istituto Veneto di Scienze, Lettere ed Arti”. The year 2008 was an auspicious one for such a Workshop devoted to celebrate the 20th anniversary of the experimental evidence for the neutrino oscillations as well as of the NEUTRINO TELESCOPES series. The 1988 meeting was closed expressing the hope that another NEUTRINO TELESCOPES should be organized the following year. After 20 years the 2008 meeting included again with the same wish which reflects both the deep interest in the exciting field of neutrino physics and the advantages of bringing together theorists and experimentalists working in its many aspects and domains.
