While the political and economical patterns have been taking great changes in the world, the northeast Asian region has boomed up with its unique vigor and vitality. On October 23, 1991 in Geneva, one grand program that the second Rotterdam will be built connecting the Democratic People’s Republic of Korea, South Korea, the People’s Republic of China, Mongolia and the Far-East coastal areas of former U.S.S.R. was proclaimed by the United Nations Development Program. These countries will make consorted effects to develop the Tumen River region and build it into the second Rotterdam in the world creating a strategic pivot of the goods –flow among Japan, China, Mongolia and European countries, and in 20 years, with the investment of $30billioms, to turn the region into a thriving industrialized area.
To promote the economic and technological cooperation for the Northeast Asian region and to boost the regional development, two international seminars were successfully held in Changchun, China respectively in 1990 and 1991. Various issues were approached and discussed concerning the economic and technological collaboration among the Northeast Asian countries and regions. In addition, the advantages and disadvantages to develop cooperation in economy and technology in the region and means and forms of cooperation were also covered. Moreover, the recent cooperation fields and the long-term strategies were also touched upon in the meetings.
